I think the correct answer is that the amount needed to make the top 10 is higher on PS4 than it is on XBO.

^This, and when your game is selling as good as you think it should be, or want it to, you don't give it away for free. The fact that it was free on PS+ and not GWG says a lot. Bungie pretty much made the XB brand, so it's no surprise Destiny does so well on XB.
