Nintendo controlled content back in the NES days to ensure a kid-friendly environment. They stepped back from it as national age-rating commitees stepped up, to rate games. Nowadays Nintendo instead focuses on strict parental control functions in the system. Switch for instance is the first system that passed certification of the german USK as a completely working age restriction system. With that in place, Nintendo starts to get more relaxed about the contents of the game, if they have correct age rating.
