What i said is still true, If you start putting characters like Goku, that means Eric Cartman, Naruto, Iron Man and whatever else can be in Smash too. All of them appeared in multiple video games. It doesn't matter if Goku appeard in more games than them, if you include one, it means the others are not out of the question.

So you have 2 possible choices

A. You don't include any of them

B. All of them stand a chance at being in Smash.

No, Goku can be considered a video game character because, unlike Eric Cartman, Goku has more spent more time in video games than cartoons/anime.

 

And no. It's a ratio. Link has 20+ games against one cartoon. Mario has 200+ game appearances against a movie and 2(?) cartoons. Mario does have a better ratio, but they're both clearly game characters.

 

And no, no it isn't. And you do also have a third choice:

 

C. Goku gets in Smash at the same time as a Dragon Ball FighterZ Switch announcement.
