Not sure why I should care. At its heart, this is an anti-discrimination provision, so this should offer no real change. No one was treated any differently by my school system depending on their race, and if they were that is something that should be frowned upon.
So, I conclude, who cares? Seems like you are making a big deal out of nothing.
