Not for no reason. The only humans his allies or him have killed in that manner were bandits, bad people and the rest were loosely cases of self-defense. Him and his helpers are non-humans so people react badly to him. He's like an antihero or a ruler who's expanding his influence. He saved plenty of people so far.

With the lizard people, he's forcing them into unifying to make it easier to join him later.

He's murdering them, sometimes horribly.  It looked like some were burned alive.  I don't see where that's unicorns and rainbows just because he's doing it for the sake of manipulating them.

Reminds me a bit of the propaganda manga GATE, where the Good Guys could do anything they wanted because they were the Good Guys.

Its war. He wants to unify the non-humans and that won't happen without some bloodshed. He basically unified their tribes and likely prevented future tribal  fighting by presenting a false threat to their existence. Sure, some warrior lizards died in that battle but I doubt that they would make a big deal out of it considering that they don't put alot of value on the lives of their people (they did talk about going to war with other tribes so they aren't stronger than them in numbers) and what they'll likely gain from him.

We also don't know how any of the tribes treat outsiders or how they would have reacted to a proposal right off the bat. We also don't know why he chose this approach over others. Perhaps, he saw a threat to them and did this so they would ready for it as one people with a very powerful ally.

If he was evil, he would have just sent in high level undead with a op general to slaughter them then just raise them as undead lizard people.
