Rian Johnson actually said in an interview that he didn't want to make anybody's sequel, so yeah, it definitely seems like he decided to go his own way with episode 8 instead of continuing JJ's story threads.

I mean that kind of attitude is fine if you're making a spin off or something, or since they're giving him his own trilogy he can go do whatever the fuck he wants in a space like that, but how do you get a guy to do the second act of a trilogy you already started when he's like "meh....I'm doing my own thing."
