Is Nintendo planning to charge for online?

They should followed the ps3 trend. Free online, or $60 for features, discounts, and games.

That said I'm absolutely positive I've gotten $60 worth of value out of the "extra" discounts and games given away each year. I will have to wait and see if I can say the same for $20. I have zero interest in playing old Nintendo games.  I'm paying for online for NEW games, not 30+ year old games.

That said if they do enough discounts across the store they can make $20 a year worth it.

They won't be able to make it worth MORE though. $60 and a ton of value > $20 with moderate value.

I'd honestly be fine with the $60 online if they made a basic version for much lower.
