Who said anything about having two sepeate divisions for all of that stuff? What I'm talking about is a handheld that would be slightly more difficult  to support as the PS4 Pro is, except it takes a different shaped cartridge because money.

Lol, just no.  They are not going to release a "portable" Switch that accepts different shaped carts of Switch games just to extract more money.

Might they release a smaller version of Switch to enhance the portability factor once components can be shrunk?  Highly likely.  But they sure as hell are not going to release a Switch with a different cart interface in the hopes people will double dip.
