Not quite. A lot of the people purchasing Grand Theft Auto V are new console buyers. GTA V sales strongly correlate to sales of new consoles. 

It's the #1 purchase for new PS4 and XB1 buyers this gen and the Online component is still very popular as reflected by Take Two's quarterly earnings. 

Wouldn't you say a lot of these new PS4/XB1 owners are people who also owned the game on PS3/360?
