OK, I read the comments @ reddit... the cloud symbol and download was just for the BotW update not the save data.

So it looks like the original IGN article is wrong, there is no cloud, just that Nintendo repair did the save data transfer.
Even that is still in doubt since the owner doesn't remember his old serial number.
