Wait how is this preorder tier based culture? This is akin to season pass, don't think you have to pay that day 0 or even day 1. 

My view: If the content is good, I will eventualy buy, like I did with Mass Effect DLC, and Grand Theft Auto DLC, and Witcher DLC.
