You could call this a evry soft reboot, simply due to the fact that its a self contained story, that dosent need you to know what happened in past games to enjoy it.But calling this a new IP is simply wronng.You are the only one saying this.If the perspective shift is all that it takes to reboot a franchise, then almost all franchises that are old have all rebooted countless times.

As I said,  if you titles this game House of Horrors you'd know no different. 

100% correct. No one would even think about this being a Resident Evil game if you showed them footage of it a few years ago. Let alone it being NOT a spin-off.
