Mostly, they're in the single digits, except easy ones like getting x number of kills, they could be as high as 30%. Which is still low because those require no effort and you get them mostly by accident, and is not anywhere near a majority. It's low because many "gamers" don't even play their games for more than an hour and the majority of "gamers" don't finish their games.
So yeah achievement hunters are a minority, just like people completing the single player campaigns of their games.
