While I personally dislike remasters, I think one is likely in the case of XCX and other Wii U games which may not have sold as well as Nintendo might have liked due to Wii U's small install base. (Tropical Freeze is another likely candidate)

Even if it doesn't go with 60 fps there will be lots of other things that could be fixed. The pop in could be completely wiped out. They could add in vehicle collision instead of the cars going through you, and they could do other things like improve the lighting. I remastered version on NX would be awesome. I hope it happens.

I'm thinking that's the direction they will take; keep it 30fps and buff resolution, draw distance, textures, etc. If NX is enough of a power boost over Wii U to handle significant improvement, that is.
