I tried a quick translation. Unless I did something wrong, here's what it says:
"Required equipment
In order to play the PS VR, you need the following equipment:
PlayStation 4 body
PlayStation Camera (This product has the PlayStation Camera included)"
So, it says the camera is included, but not the console itself. I think the bundle may refers to the camera.
It sounds expensive, if that's the case... Well, somebody else can confirm that.
