CIP ROTR on Windows Store has Xbox Live integrated while Steam's version does not. MS is only benefiting from that Windows Store version. The game doesn't require Windows 10 after all, and that steam money goes to Valve and SE not MS.
And if it comes to the selling of games on PC, they are competing with all the other people who sell games on PC.
Furthermore, Steam doesn't encourage Windows use, they don't have a choice, because MS made sure that the major forces behind pc gaming such as DirectX were on their OS. Steam and in a sense most of the tech companies related to gaming are pushing toward Linux and OSX.
In a sense, as soon as WS started getting games it was competiting with Steam and Co, but now with its games like ROTR, QB, etc, its undeniably in the matchups now.

Fair enough. However, I must state that I didn't say that Steam didn't do anything to benefit MS (cause it does by virtue of presence), I said its not their choice. Which is markedly different.
I mean Valve could have Steam only on Linux and Mac if they wanted to, but that would be insanity.
