I have a sneaking suspicion that it's the Twilight Princess engine giving them some hiccups.  Cause they aren't completely ignoring mesh improvements.  Interiors and dungeons have gotten noticeable improvements to mesh quality, especially with rounded objects like pillars and arches.  I am guessing the very old engine made improvements of the same type across all exteriors troublesome.  And Tantalus isn't Nintendo EAD.  They may have elected to avoid toying with the engine code too much.  

 

I can't help but suspect that a developer like Bluepoint or EAD would be able to get TPHD running at 1080p on Wii U no worries.

Who knows, maybe Tantalus have done so, but if it does turn out to be 720p with these graphics, that's not exactly an impressive achievement, considering that's the same resolution as vastly more demanding games like Xenoblade Chronicles X, Mario Kart 8, Bayonetta 2, etc.
