Most games won't support 1080p 60FPS, because developers rather push graphics which has a bigger impact on the overall picture than a bump in resolution. On top of that there are a lot of games where 60 FPS isn't really necessary, so again they would rather increase the world detail.

1080p 60FPS could've been the standard since 360 and PS3. But developers chose to not simplify their games only to reach that target (with a few exceptions such as Virtua Tennis 4 or NBA Street Homecourt).
