Except that remasters don't use manpower that needs to be dedicated to new entries. You should read this post it'll help.

Well that post also mentioned that some of the remasterd games are done by different developer which would be the case with GT7 since they are not known for having a lot of manpower like I said before they are currently busy with GT7 and they still have some people working on DLC for GT6 so I highly doubt they have the extra manpower to also remaster all the previous games.
