Well if the market is on the console and you're making millions with each installment, not to mention the series is Japan only where handhelds reign supreme...I don't see why you'd want to mix it up. This looks like a big departure as far as this series goes regardless but releasing it on the 3DS is the most logical choice. 

PS2 -> PSP -> Wii -> 3DS (w/ Wii U port)

 

They've been moving backwards through consoles to stay at a certain level of power. This strategy wasn't always determined by demographic. I've been a massive fan since the PS2 original, and the game LOOKS the exact same as it did the first time I played it.
