So the answer is NOPE ! :)

It doesn't seem to be as clear cut as some make it to believe, and I do think the reason is money. The benefits that PC gamers recieve are generally because its an open platform.

With regard to developer and publishers only 2,3,5 are controlled by them since Dev/Pubs don't make mods. Not to mention many indies, that don't use alot of power are migrating to mobile as well.

I think many of you are confusing the benefits of being a PC gamer with how Devs/Pubs this generation are treating PC Gamers which is what this question is asking about. Resolution and Framerate is more of an effect of ones own hardware rather than good treatment.
