1. It really doesn't matter what the devs think, as long as the publishers want to make money. The devs get paid for their work, the publishers for their sales. If the devs would have got to decide, no-one would have made games for PS2, for it was hardest to develope for and (aside Dreamcast) the weakest platform.
2. Actually i believe that currently Sega is giving a beating for the Wiis flagship, or at least a run for its money. And in order to really wanting to compete Nintendo on its platform, you need to be a platform exclusive publisher, which everyone has practically chosen not to be.
There's no reason for anyone to make RPG for PS3, since they can't beat FF13 and all they can do is fight for scraps, or no reason to make a shooter for 360, since they can't beat Halo 3 and all they can do is fight for scraps.
