I have yet to see any server issues on the Xbox One version. Hell they even had an article on N4G about how there havent been any server issues. 

The issues with PS4 Evolve are code related. The game is crashing. Basically the PS4 version feels rushed for release, but this has nothing to do with the servers or the infrastructure.

Saying the game is buggy is factual, saying it's related to Sony's online infrastructure is not. My GF has been playing the game and besides the crashes that are known issues, had 0 disconnects or latency issues.
