Does Whedon even care about the franchise? I doubt he'd come to TV to make this. He's a big shot with the Avengers now and can have his pick of what ever he wants to do, I doubt a video game adapation on TV is what he wants to do at this stage of his career.
I'd nominate Max Landis, the kid who wrote and directed Chronicle. He's apparently a big Nintendo fan and Zelda fanatic. He wrote (what he admits is a really bad) Super Mario World script when he was a teenager, but it does show he really is obsessed with Nintendo IP, even putting characters like Ness into the script, lol.
So at least you'd be getting someone who really is passionate about the Zelda games.
