PS2 had a unique environment where a major player(Sega) was out of the hardware industry very shortly(if not prior) after the release of the PS2. The PS2 also had immense hype before its release due to the massive success of the PS1. The Gamecube release was tarnished by the lukewarm reception and exit of the N64, it's late entrance to the market AND its poor launch line up. The OG Xbox was a new player to the scene and whilst it did well, it had very little chance of posing a serious threat to the PS2. And Japan was still into home consoles.

I don't think the PS4 will reach 150 million units sold like the PS2 but I see it being the market leader by a fair margin and selling close to, if not more than 100 million units worldwide with ease.
