I never believed Mewtwo would stay exclusive to those who bought both games. That would be a lot of work only available to a few people, and leaving too many other pissed.
Also, Nintendo is handling DLC wisely. Instead of taking the microtransaction route of $5 for Mewtwo, $3 for this, $4 for that, etc., it's rolling DLC into nice packages that are easy to follow for reasonable prices. When companies start selling piecemeal content and nickel and diming with DLC, that's when consumers start feeling gipped.
