1. I rarely play my 3DS in public. I can't recall the last time I did, but I think I've done it. The last time was probably at a restaurant.
The thing is, I don't play my 3DS very much at all anyway. A big reason I got it was so that I'd have something to play whenever I didn't have my consoles or my laptop, which doesn't happen too often. I might play it if I'm on a long car trip, like a month ago when my family drove to Colorado. But I'll typically prefer my PS3 or my PC if I have the option.
2. If I'm in a place where I know people or will see them regularly, I'll be less inclined to play it, because yes, I am slightly afraid of being judged or whatnot. Which doesn't really make sense, because I'm not afraid of being judged in plenty of other contexts. If I am around a bunch of people that I don't know and will never see again, I won't care about being judged and I'll play my 3DS.
3. I would say overall that I don't play my 3DS in public, largely because I don't play my 3DS very often as it is, and when I do I'm usually not in a public place. I played my DS many times in public when I wasn't in college, because I went to public places much more, when I had to go with my parents to do whatever, and I would take my DS to pass the time. But nowadays I don't go in public places a whole lot, and when I do I'm usually studying or hanging out with friends and don't have the opportunity to play my 3DS in public.
Been away for a bit, but sneaking back in.
