Making a new FE for the 3DS is easier. They have the engine already made, they could even remake the FE before GBA that never arrived to the west. If Nintendo needed around 6-9 months to remake the WindWaker, remaking the old Fire Eble games should be faster.

I think you underestimate the difficulties of creating a good level-design. Very important for FE.
