Laws that protect freedom of belief. I personally believe, and is more or less scientifically and legally understood to that Athiesm is a belief just like every other religion so a law forcing you to be atheist would be no different then a law forcing you to be Christian. Unless the first amendment evaporates, it won't happen.
In response to OP, Atheism causes conflict too, Agnoticism is the only true neutral, and tolerance is the only way differing opinions can be reconciled. A law that bans religion will cause even more problems.
