I'm expecting a bump, yes, and perhaps a prolonged one: it offers something valuable in a field which the 3DS largely has lacking (fighting games)

That is true. There were a few the first year, but I cannot think of any recently. It seems like it would be a good system for fighters. Fighters in general seem to have disappeared, or I just have not noticed them as much. King of Fighters, SNK vs.., Street fighter, Dead or alive, Tekken, etc.

Have I just missed them on other systems?

There have been quite a few, although they seem to be more indie now. Divekick and Skullgirls are the two I've heard the most about, for example. Still, the genre is definitely past its heyday.

On what basis does the 3DS "need" a boost in sales?

On a very realistic one. It's not lighting the charts on fire anywhere: even in its strongest territory, Japan, it's slowing down noticeably, and the system has far less traction in the West than its predecesor. A fair grade for the system would be "Needs Improvement." I suspect the fact that it has fewer big titles, and that more of its heavier hitters are largely concentrated in a smaller number of genres (most notably JRPGs) plays a role, although the system's other drawbacks have been extensively documented on this site already.
