It could work great with the Gamepad. But porting from PC to Wii U is basically the same hassle of porting to last gen because it use the Power PC architecture. However, they would have to gauge the RTS market on the Wii U, and it has to be profitable including advertising. Also Steamboxes are competing with Consoles in the sense that the Console are Competing with PCs so I highly doubt it would redirect any business at all.
I agree that Nintendo should pay 2k for it however, because Nintendo hardly ever assumes any risk with Third Parties, if they pay for it they will advertise it because they are risking there own money.
