Yes, mostly this is true. But there are always things that go bad. an example that sheds bad light on the FDP: the coalition expanded some tax-exemptions (or to be more clear: lower tax-rate) to some more areas, including hotels. The FDP got some donation form a hotel-chain - that was very bad PR for the FDP. Also that it is going good is mostly attributed to the CDU and Merkel, so people ask themself if they really need the FDP.
