That remains to be seen.  Activision release a Call Of Duty game every year and put up crazy numbers.  Grand Theft Auto release about every three years and do numbers.  COD did numbers like 20 million worldwide and GTA haven't if I'm not mistaken.  I'm going to get Call Of Duty: Ghosts myself.

Of course it remains to be seen, but it is very probable, and both GTA IV and San Andreas have sold over 20m units, San Andreas even only on single SKU (The King PS2) if we go by VGC numbers, and San Andreas is most probably undertracked since older games don't have complete data and are not tracked for quite some time, San Andreas may still be selling in some markets, it was still in some retailers in Poland not long ago.
