Yes it is.  A platforming FPS.  While the main portion of the game is first person platforming and exploring, shooting still plays a big role in the game, so regardless what fans want to try and sell it as, a large portion of the gameplay is a poorly developed FPS.   

I forgot about Metroid Prime Hunters which was even more of a FPS.  Also not very good.

Want to know first person platformers done right?  Half Life is one and it came out several years before Metroid Prime did.  Mirror's Edge is another such game.  It doesn't have the exploration to where you can go back to areas you've previously been, but itdoes include exploration within each level and does a hell of a better job with its gameplay than Metroid does.  When using guns against enemies, something you almost never do on Mirror's Edge, it much better than on Metroid Prime.


When it was released in 2003, Nintendo said it was a first person adventure and not an FPS.  With Metroid Prime 2, they tried to draw attention from Halo, though.  They had some crazy internet ad campaign.
