It was part of the proto-earth. And it doesn't work that easy. The whole sun-system and all planets had lots of hydrogen in the early development, so it was possible for all of them to contain water. but keepingwater is a different matter. On earth we have the phenomenon, that water condenses in higher areas of the athmosphere and comes back to the earth (as rain). That happens before it will split by cosmis radiation and the hydrogen is going into the space. This way many planets and other satellites are losing all water.
