Water contains Hydrogen and oxygen. 2 things that can be used for fueling space craft. It is actually a very important discovery as it makes it possible to refuel on the moon now rather than carry tons of extra fuel with them

They work as fuel, because if you bring them together and let them do a chemical reation (often called burning), they produce energy that propels the space craft. If they are in form of water, they have to be separated again - a preocess that needs energy. More energy than the chemical reaction provides, that makes them to water again. So refueling with water? Not so easy.
