I think you have the dates wrong. 4 weeks ending on Feb 24th would be the following from the hardware table. This has the results well within 10%.
You can't go by the monthly page when comparing to other sources, since ioi calculates the monthly totals as weeks that have the most days in a given month, which is different than what most sources use when calculating monthly total.
