I'm aware that Hongkong has a lot of autonomy, while it is now a proper part of China. But I answered to the guy before.
And to the elusiveness - I wouldn't count on it, that the US don't want him. Look at Manning. That doesn't look like they don't care. I would flee too, with the US I wouldn't expect good treatment now.
