I don't think nintendo ever really said it out loud that x or y game are in 60 fps so they not saying that about a game more than a year away doesn't rule out the game not being 60 fps.
also, if you judge only screenshots 3ds would be a rough edge mess but when actually playing you see nothing. the same applies to random wii u screenshots.
