Indeed it is. Although, from the sounds of it, they still some way to go for it to run at smooth and stable 60FPS through and through. But Kamiya did say on twitter that is what he is aiming for (in the final game).

And I very much doubt X is going to be running at 60FPS with that kind of scale and fidelity. If the devs haven't boasted about it by now, its likely to be just the standard 30FPS.

nintendo didn't boast 60 fps for their games, we got confirmation through direct feeds. X is one of the games that has almost no information so your argument is flawed.
