Most people probably don't need an HDD, so saying that it is mandatory is disingenious.

The Premium set also gives a discount/payback of 8-10% (depending on where you live) on all digital purchases until the end of 2014.

If you get the Basic SKU, I think it's almost mandatory.
http://arstechnica.com/gaming/2012/11/why-the-8gb-wii-u-can-only-store-3gb-of-downloaded-games-and-dlc/

Even without connecting the WiiU to the internet (20% worldwide don't have their WiiU connected), there's still only 3GB left for savegames, which might work, but you couldn't even install DLCs from GOTY editions.

Don't get ahead of yourself. You are assuming that the Wii U will get GotY editions (which it won't).

I have about 150 savegames on the Wii and they take up around 250MB, so even with bigger file sizes on the Wii U, 3GB should be sufficient. Still leaves space for a handful to a dozen of indie games or dozens of Virtual Console games. People tend to forget or not know that 1GB on a Nintendo console doesn't equal 1GB on a Sony or Microsoft console under normal use conditions. Same thing applies to handhelds where Vita owners are already asking for bigger than 32GB cards while 3DS owners wonder how they will ever fill up 32GB despite similar or higher amounts of stored games.

Heh my Fallout 3 savegame folder is bigger than that. :D
Still there could be patches that might add loads of data.
