Most people probably don't need an HDD, so saying that it is mandatory is disingenious.

The Premium set also gives a discount/payback of 8-10% (depending on where you live) on all digital purchases until the end of 2014.

If you get the Basic SKU, I think it's almost mandatory.

Even without connecting the WiiU to the internet (20% worldwide don't have their WiiU connected), there's still only 3GB left for savegames, which might work, but you couldn't even install DLCs from GOTY editions.
