Easily over 50% of all reports are discarded. Mods get rarely reported, very veryyy rarely.
Warnings are handed out to people who haven't a lot of mod history or to those who were clean for a few months. Clearly you should've have learned after your first warning, but you either did not read the forum rules (that are sent with every moderation) or you chose to ignore it.
You received two warnings for trolling and two warnings for flaming. Don't act like you need more warnings to get the point that violating the rules is bad.
It's prefectly logical, that it seems like more bans are handed out than warnings, because it's true. There are users who choose to go the wrong path and these get moderated all the time, so they only receive warnings at the beginning and there are those kind of users who know how to behave well and very rarely violate the rules, so they get always warnings but only once a year or less frequent.
