Not sure if that is entirely true. In the NA WiiU you can change the zipcode in eShop whenever you want. I'd bet you have a similar option as well.

Well, the country option was greyed out - it wasn't editable. And the BeNeLux (dutch) customer service told me it was impossible to change.
