Nintendo undershipping games to make people go DL it for a bigger chunk of the pie.
Fire Emblem, Luigi's Mansion, MH3U...heck they likely saw the godly profits that AC was raking in by having a 33% DL ratio.
I still doubt this but if the trend continues then yeah.

Nintendo does not undership games as they base the demand on the orders retailers ask. Furthermore, Nintendo is one of the few gaming companies that do not offer price protection guarantee (They do not pay retailers if one of their titles underperform). As a result, retailers order few games to limit their loses; however, if the game is a success, retailers blame Nintendo for not providing them with software fast enough - it's a vicious cycle.
