I think another reason for Tomb Raider's Preorders being low, is that people were largely skeptical until reviews came out. As well as the points you pointed out.
This is difficult for me to decide, because it's known that it opened less than Tomb Raider in UK, which is an indicator for Europe
But my guess is that X360 sales in the U.S. will be much much higher than Tomb Raiders, and will be the difference.
I'm guessing slightly higher than tomb raider at like 1.3 million. 500k PS3, 800k X360
PC sales also seem higher, But I'm not counting them because VGC's aren't really in the ballpark. They've used the PC sales in articles despite those sales including 30,000 out of the 74,000 for US. When the hardcopy was never released in the US. the peak active users right at launch on steam was like 60,000+ compared to 40,000+ of tomb raiders... I have no idea how that translates to sales though, other than more than Tomb Raider on PC, which we don't know the sales of.
