You've got no evidence to support that.
Even if IGN whines about certain controls, I don't think there's any reason IGN would rate it that low.
Also, just curious, how many online fighters are on consoles currently? Virtua Fighter 5? SF2 on XBLA? I can't think of any others. Not that online play is that revolutionary for a fighter, but SF4, Tekken 6, SC5 aren't out yet, so online play is pretty new for fighters.
