Gamepad wouldn't work too well as a peripheral, it's integral to the vision of the current Wii U as it is. People might buy it if it doubled as an actual tablet.
Any Wii HD package should also include a Pro controller as well as a new version of the Remote and Nunchuck, or you would have a lot of the same issues with ports.
