Honestly, the only reason they can't write down a bill and pass it in a week is that people are insisting it inhibits religious freedom not to give marriages despite the fact that it says quite clearly that nobody has to give a ceremony they don't want to give.
It's really just a common sense matter that will make some people very happy, improve equality all around and really not affect very much otherwise. It should not be taking this long or causing this much debate.
