TES is pretty generic fantasy, there is really nothing that special about it. Most of it is ripped off other fantasy IPs especially LotRs. I doubt PJ would want to do off brand LotR movies after investing so much of his life making actual LotR movies.
Really the only interesting place in terms of lore was Morrowind. And they blew that up FFS.
